Professional Experience:
Jan. 2006: Judge, Court of Common Pleas of Erie County. I am assigned to the family division but also handle cases in the trial division.
2004 – 2005: Assistant District Attorney for Erie County. I prosecuted the entire range of state criminal cases. I also handled the litigation of these cases in the state and federal appellate courts. I served, at the request of the Attorney General, as Special Deputy Attorney General to assist in the prosecution of a complex white-collar narcotics case.
1982 – 2004: Private practice. I worked as an individual practitioner and as a partner at the Quinn Law Firm. During this period, I undertook representation of both plaintiffs and defendants in significant civil and criminal cases in the state and federal courts of Western Pennsylvania. My clients included individuals, corporations, and government entities. I was lead trial counsel in the largest class action lawsuit tried in Northwestern Pennsylvania.
1982 – 1991: Assistant County Solicitor for Erie County. I counseled the County Executive and other executive branch officers on matters of law and policy. I defended the County in a broad range of civil litigation in the courts.
1978 – 1982: Assistant United States Attorney in Erie. As head of the Erie Office of the United States Attorney’s Office, I was responsible for the conduct of all civil and criminal litigation on behalf of the United States in Northwest Pennsylvania.
1976 – 1978: Assistant United States Attorney in Pittsburgh. I was responsible for the conduct of criminal and civil litigation on behalf of the Federal Government. Criminal cases involved the prosecution of narcotics conspiracies, tax evasion cases, bank robberies, and the entire range of federal criminal cases. Civil cases ranged from the defense of the United States in tort claims cases to enforcement of regulatory actions brought by a variety of federal agencies. I also conducted numerous investigations before federal grand juries.
1975 – 1976: Assistant District Attorney in Mercer County. I prosecuted the entire range of state criminal cases. I empanelled an investigative grand jury to probe allegations of corruption in PennDOT. I was the lead prosecutor in this investigation and in the trials that followed.
