  appeals
Annually, a three-member panel will be appointed to hear citation appeals. The panel will consist of one full-time faculty member provided by the Faculty Senate, one Resident Director, and one student representative selected by the Student Government Association.

          procedure

Any member of the Gannon Community who wishes to contest a citation may do so before the Parking Enforcement Appeals Panel by:

a. Notifying the Campus Police and Safety Office BEFORE the
30th day after the citation is issued;
b. Posting in cash, check, or in signed Charge to Student Account form for the amount equal to the fine(s) for the number of citation(s) to be contested ($10.00 per citation).

  • Appeal hearings will be held in the Campus Police and Safety Office at 11:00 a.m. on the first Tuesday of every month.

  • The existence of a permit registration card and a copy of the actual citation will establish whether a Prima Facie case exists, and that a violation occurred. The owner of the vehicle will have an opportunity to present an argument to the Appeal Panel. The majority vote of the Appeal Panel shall be final. In cases where ruling is in favor of the vehicle owner, any posted money, checks, or vouchers will be returned immediately. In cases where the citation is upheld, the posted money will satisfy the fine; no late fees will be added.

  • If the vehicle owner fails to appear at the hearing, the citation shall be upheld unless the vehicle owner notifies the Director of Campus Police and Safety or member of the Appeal Panel PRIOR TO THE HEARING and requests a continuance to the next month. The Appeal Panel must approve continuances.
