Getting a PA Driver's License

International students living in Pennsylvania are only eligible to get a Pennsylvania driver's license when they can demonstrate that they are authorized to remain in the U.S. for 365+ days beyond the date of the Pennsylvania Department of Transportation (PennDOT) application. You will be required to show all of your immigration documents, together with other documents such as those proving residence. Since you must get a learner's permit before you are eligible for the driver's license, it is important to begin the process as soon as possible.

Steps for Obtaining a Pennsylvania Learner's Permit/Driver's License

  1. Complete your application form for a learner's permit (available online at the link below or in person at a Pennsylvania Department of Transportation branch office).  This form requires a physical exam by a doctor.  The Gannon University Student Health Center is only able to offer a few select dates for driver's license physical exams. Please remember that in order for the Student Health Center to assist you with a physical exam, you must have a complete immunization form on file. If you are unable to get your physical exam during the days set aside by the Student Health Center, you may ask Student Health Center staff for a referral to a nearby physician, who will charge a fee for the physical.

  2. Take the following documents and completed application form with you to the PennDOT branch office to apply for a learners permit:
    • Valid Visa/Passport
    • All USCIS Documents: I-94 Card, I-20s/DS-2019
    • Verification of Attendance from School (request from Registrar)
    • Social Security Card (or Social Security "denial" letter. Please come to the ISO for assistance in obtaining a denial letter.)
    • 2 Proof of Residence documents (Please consult the official DMV list for acceptable documents: Documents Needed to Apply for the PA Driver's License

  3. Check or Money Order to pay fee

  4. Once you receive your learner's permit, you can begin studying for your Driver's License Exam.  In order to obtain your license, you will need to study the Driver License Manual and then succeed in taking:
    • A Written Exam - This written test will test your understanding of road signs and rules and regulations. Driver's License Manual
    • A Road Exam - This will test your driving skills, in a vehicle, on a course.  You will have to show your knowledge of driving including how to parallel park.

Canadian Flag

The US and Canada have a reciprocal agreement with regard to issuing driver's licenses. Canadian students do not have to take a written or road exam to get a Pennsylvania driver's license. Students may have their Canadian license transferred to a PA driver's license.
